Certainly the worst hotel I've been to in all of Myanmar and possibly in the world. It's unfortunate because the building itself has potential if it was managed better and wasn't so dirty. For 2 nights I did not have hot water, yet they kept saying I would get it soon, they were fixing the problem, or that they checked while I was out and it was fine, and then they spent hours in my room pretending to fix the problem. By midnight I had enough and got upset, and then finally one of the desk people admitted that the water heater sits on the roof and doesn't make it down to the first or second floors. The hotel is only for floors, so basically 50% of the hotel is not getting hot water. Although I was staying at Mandalay longer, I decided just to move hotels. When I tried to leave, they told me that I didn't pay and held onto my credit card to charge me again, even though hotels.com always takes the fee up front. I showed them my receipt from hotels.com, and still they insisted to charge my card until I mentioned getting the police involved. If you get tempted by the cheap prices and decide to stay here anyway, DO NOT use cash because you will have no way to remedy the fraud. Also check/photograph the contents of your mini bar as I am not the only one having problems with the front desk. It was always with the woman in the morning who manages the reception during checkout causing the problems. She is dishonest, disorganized, and has poor customer service skills.
